GENERAL DESIGN REQUIREMENT总体设计要求
3.1.1 General总则
Mao Khe thermal power plant pertains to a seismic zone and high wind pressure. Both during erection and after completion, every structure, structural member or building component and every portion thereof shall be designed to withstand wind loads and anti-seismic and any coefficient of structural member as above mention shall be complied with the Vietnamese standard 375-2006 TCXDVN requirements in design of structures for earthquake resistance according to decision No. 28/2006/Q-BXD dated 11 September 2006 by Ministry of Construction, that based on Eurocode acceptance and to add some specific characteristic conditions of Viet nam.冒溪镇火电厂位于地震区,此地区是一个风压很高的区域。因此,无论是在建设过程中还是在竣工之后,所设计的每个结构、构件、建筑构件或者建筑物的每一部分应能抵抗风载荷和抗震。同时,根据建设部2006年9月11日发行的第28/2006/Q-BXD号决定,在设计结构的抗震能力时,上述提及的构件的任何系数应符合越南375-2006 TCXDVN标准中的要求。第28/2006/Q-BXD号决定是根据欧洲验收规范制定的,同时,在此决定中加入了一些符合越南国情的特殊特征条件。
In thereof it shall be paid special attention to the following key points : It is 0.1118 of Peak Ground Acceleration values in Dong Trieu town area and the importance coefficient and degree of the Mao Khe T.P.P 2x220 MW  project in design is I = 1,25 (according to Annexes F and G of said standard, the project’s works shall be designed having vital importance coefficient and degree sufficient community protection, and their functions shall not be interrupted during the course of earthquake …). The Contractor shall develop comparable earthquake design based on UBC (- uniform building code – USA) and EN 1998 (- European standards Commission),etc...在此决定中,尤其需要注意以下几个关键点:东潮镇区域的峰值地面加速度值是0.1118;在设计过程中,冒溪镇T.P.P 2x220 MW项目的重要性系数和度数是I = 1,25(根据上述标准的附录F和G,项目工程应按这种方式设计,即其应具有关键的重要性系数和度数(足够的社区保护),在地震过程,不得中断这些功能…)。承包人应根据UBC(-统一的建筑规范-美国)和EN1998(-欧洲标准委员会)等等进行可比较的地震设计。
A separate seismic study for Mao Khe T.P.P project which deals with Peak Ground Acceleration values and other conditions at the site area should be done by Contractor/Owner. It is required that the anti-seism design shall be in-line with Vietnam standard requirements as minimum, and Peak Ground Acceleration values not less than said study assessment.承包人/业主应对冒溪镇T.P.P项目进行独立的抗震研究,以处理项目区域的峰值地面加速度值和其他条件。抗震设计至少要符合越南标准要求,峰值地面加速度值不得小于上述提及的研究评估值。
Popular international copyrighted softwares in design will creatively apply appropriate in the project practical conditions such as  SUPER ETABS, TABS80, STAAD3, SAP2000, etc… Where the Bidder proposes any unusual Specialized software in design the Contractor shall prove to the satisfaction of the Owner that in respect of points of difference the usual prestigious international softwares is equal to or better than the popular international softwares in designing results. 国际上流行的设计用版权软件应能创造性的适用于项目的实际条件中,例如:SUPER ETABS, TABS80, STAAD3, SAP2000等等…在设计过程中,如果投标人提议采用任何不常用的专用软件,则承包人应向业主证明这一点,即就不同点而言,常用的、在国际上享有威望的软件其设计效果应与国际上流行的软件的设计效果一样好,或者好于它,以使业主满意。
The Contractor shall prepare the design based on the general design requirements described in this clause and shall specify all particulars of the design requirement not covered for herein and on the Bid Drawing, subject to be approval of the Owner. 承包人应根据本条款中所述的通用设计要求进行设计工作,同时应详细说明在本条款中和投标图纸中没有涉及的所有设计要求,此设计应得到业主的批准。
Further more, Seismic separator method of works bottom is alway the best solution for structures in the earthquake zone and plasticity or coefficient of plasticity is interested in the most important characteristic from the Owner and his consultants point of view in design of work structures for earthquake resistance. Now a day in general definition of the plasticity in design of work structures for earthquake resistance is power absorbability ability of the structures through inelastic working but not making intensity to be reduced considerably under effect of repeated and changed in direction loads. 另外,对工程底部进行抗震分离,是解决地震区结构件抗震的最好方法。在设计工程结构的抗震时,业主和其顾问最注重的特征是塑性或者塑性系数。在设计工程结构的抗震时,塑性的通用定义是指构件通过非弹性工程的能量可吸收能力,但是在载何方向重复性和变化性效应的作用下,不得大大的减少强度。
For safety reason, the Contractor shall be reqested rough calcutation in degign and shown design process as follows :为安全起见,要求承包人在设计和上述设计过程中粗略的计算以下参数:
• Calculation sequence and models choice. 计算顺序和模型选择。
• Combination of consequence composition of earthquake influence.综合地震所带来的后果性影响。
• Sequence in design and calculation method in accordance with ability as well as safety checking and concrete requirements to each type of structure.根据每种结构的能力、安全检查和混凝土要求,确定设计顺序和计算方法。
Properly new proposals getting more profitable for project and Owner (including high technology materials/ equipments/ plot plan organization and technological line, spatial architectural & structural modern model methods in design and acceptable alternative design proposals (if any) are considered to be a key element in the technical evaluation of the bids. 能为项目和业主带来更多利益的新提案(包括高技术材料/设备/规划图的组织和技术线、设计中的现代空间建筑&结构模型方法以及可以接受的其他的设计提案)是技术评标时应考虑的关键因素。
The Coordinates of the face line of revetment / embankment shall be determined based on results of topographic surveys carried out by the Contractor and with approval of the Owner.根据XXX进行地形调查所得到的结果,并且在这些结果得到业主的批准之后,确定护坡/路基线面的坐标。
After final measurement of land fill quality, the Owner will hand over the information to the Contractor during Contract negotiation. 在最终测量地埋场的质量之后,在合同的谈判过程中,业主应将这些信息递交给XXX。
3.1.1.1 Stacker-reclaimer Foundations堆煤机-取料机的基础
The stacker-reclaimer foundation shall be sufficiently stable against the equipment loads during operations or during storms, earthquakes and effects of coal pile load and shall not cause settlement or displacement detrimental to stacker-reclaimer operations. Piled foundations and / or sub-soil improvement will be employed as necessary.在操作过程或者在风暴、地震和煤堆载荷作用下,堆煤机-取料机基础应能稳定的承受设备载荷,不得导致发生对堆煤机-取料机产生不利影响的沉降或者位移。如有必要,改善桩基础和/或者地基土。
Piled foundations and / or subsoil improved direct footing foundations shall be employed in areas where considerable loads are expected, such as the place for assembling the upper machine during erection and mooring the upper machine during storms based on latest survey results and complied with suitable codes and standards requirements with approve of the Owner. Refer to clause 3.2.2 and 3.3.1 mentioned above.根据最新的调查结果和适用的规范和标准要求,在得到了业主的批准之后,对于那些预计负荷较大的区域,采用桩基础和/或者用地基土建成的直接底脚基础,例如:在建立过程中,组装上部机械所使用的地方、在风暴来袭的时候,锚系上部机械所需要的地方。参考上述提及的第3.2.2条和第3.3.1条。
3.1.1.2 Coal Storage Yard Drainage贮煤场的排水
Rain water and contaminated water from the coal stockpile area shall be drained by permeable materials recessed into the concrete surface layer (minimum thickness at less 200mm with some temperature expansion joining gaps as indicated in Bid Drawing) and perforated high intensity pipes recessed into the compacted gravel base course layer below with appropriate falls to perimeter drains under coal pile.   The drain water thus collected shall be drained into concrete gutters constructed at both sides of each pile and the water shall be conveyed by gravity from the gutters to the sedimentation basin through reinforced concrete drain pipes. Due attention shall be made to the estimated settlement in the coal storage yard when designing the gradient of the drainage system so that the system will function without problems. Measures for prevention of settlement and some layers of high intensity polyester geotextile and geogrid or HDPE geomembrane in below layer shall be taken as necessary.使用埋入混凝土表层(在最小的厚度小于200毫米的地方,有一些温度膨胀连接间隙,如投标图所示。)的渗漏材料排出贮煤区的雨水和污染水。将有孔的高强度管道埋入压实的碎石基层中(在其下部留有适当的落差),以围绕煤堆以下的排水道。所收集的废水应排入混凝土引水槽。此引水槽建设在每个桩子的两边。通过钢筋混凝土排水管道,利用引力的作用,将水从引水槽输送到沉积池中。在设计排水系统的坡度时,应注意贮煤场中已被评估的沉降。这样,此系统在使用过程中才不会出现任何问题。如有必要,应采取相应的措施,防止沉降,同时,在底层,还应采用一些高强度的聚酯土工布、土工格栅或者HDPE土工膜。
3.1.1.3 Coal Storage Base贮煤场地基
Coal storage base shall be provided a combination of several layers. The surface layer shall be 200mm minimum thickness at least of concrete blocks with some temperature expansion joining gaps and many short steel pieces between us as indicated in Bid Drawing. The next layer shall be compacted gravel base course, that indicated with 350mm minimum thickness at least, with coefficient of compressibility K ≥ 0.90. Perforated high intensity pipes shall be arranged recessively into this gravel layer and connecting with coal yard drainage system. One permeable material layer at least between two layers above-mentioned of both high intensity polyester geogrid and woven/nowoven geotextile should be carryed out by Contractor. The specialy impermeable material layer made by clay/or high density polyethylen (HDPE) geomembrane under the compacted sand layer should be proposed in his Bid. 贮煤场地基应由几层组成。在表层,混凝土砌块的最小厚度至少应为200毫米,在这些砌块中,留有一些膨胀连接间隙和配有很多的短钢件,具体如投标图纸所示。表层的下一层是压实的碎石基层,其最小的厚度至少应为350毫米,压缩系数K≥ 0.90。有孔的高强度管道埋入碎石层中,与贮煤场的排水系统相连接。在上述提及的2层之间(两个高强度聚酯土工格栅和编织/非编织性的土工布),XXX至少应铺设一层可渗水材料。在XXX的投标书中,其应提议在压实的土层之下铺设一层由粘土/或者高密度聚乙烯(HDPE)土工膜制成的专用的不可渗透材料。
The Contractor shall construct a concrete base course and gutter at both sides of coal pile in the coal storage yard area in accordance with the Bid Drawings, or as directed by the Owner. Specifications of the concrete base course shall comply with Clause 3.4.15.3; - 4 and 3.5.15.4根据投标图纸或者业主指示,XXX应在贮煤区的煤堆两边建立混凝土基层和引水槽。混凝土基层规范应符合第3.4.15.3条和第3.5.15.条。
3.1.1.4 Limestone Stockpile Area石灰石料堆场
The Limestone stockpile area shall include one (1) dry storage with steel shet coved sheds from EL+3,00 to roof and roof cover with Insulation as well as including necessary auxiliary facilities, enough for 2600 tons of dry limestone reserve purpose in all conditions of the weather.在石灰石料堆场区域,应建立一个干燥的储料库。储料库采用EL+3,00钢制的屋顶和绝缘顶盖。同时,在石灰石料堆场区域,需要配备必要的辅助设施,使储料库在各种天气条件下能够储放2600吨干燥的石灰石。
The Contractor shall design and construct the works of dry Limestone storage shed  and Crushing station with steel frame structure and reinforced concrete on piled foundation if necessary to accommodate this settlement or implement ground improvement works in advance of construction to ensure that settlement after construction is minimised. He will be submitted fully calculation document and construction and test process as requirement to the Owner also.如有必要,XXX应该在桩基础上面设计和建造干燥的钢框架结构和钢筋混凝土石灰石贮料棚和破碎站,以在施工之前容纳沉降或者实施地面改善工程。这样,在施工之后,可以确保将沉降降到最低。可以要求业主向XXX提供全部的计算文件和施工以及测试程序。
3.1.1.5 Lorries and trucks weighing station : 汽车衡
The Contractor shall be fully responsible for engineering procurement in design and construct all works, materials and services as necessary fit for the proper finishing work, operation and maintenance of the power plant of Lorries and trucks weighing station at the main entrance on/in the road in both directions and all relevant foundations and the extension of the gate house for this purpose will be provided as necessary to the approval of the Owner with no additional cost in his bid. Refer general plant layout in Bid drawings.XXX应全权负责设计中的工程采购以及负责实施所有的工作和提供材料和服务,这些是工程竣工、
3.1.2 Cooling Water Facilities冷却水设施
(Refer to the appropriate Bid Drawings) 参考招标文件的图纸
3.1.2.1 General总则
The design river water level for Cooling Water Facilities shall be established based on Cam river (康河)water levels given in Volume 2.根据第二卷指定的康河水位,确定冷却水设施的设计河水水位。
The specification must include guidance for the quantity of water to be assumed for the future extension of the power plant. It would be reasonable to state that: The capacity for the supply and discharge pipeline, discharge pit shall be twice the quantity required for 2x220MW Plant.在此规范中必须详细说明将来扩建火电厂预计消耗的水量。同时,应说明以下信息:供水和排水管道以及排水坑的容量应是2x220MW电厂所需要容量的2倍。
The Contractor shall be responsible to work with the relevant authorities and must obtain necessary license to construct the permanent Cooling water facilities. The Bidder shall ensure that all extend costs solving potential problems of this work at the Cam riverside including the method dredging and any intersection of pipeline system with public road in his bid and all legal requirements relating to implementation of these ones have been fulfilled.XXX应与相关的权力机构合作获得建立永久性冷却水设施所需要的许可证。投标人应确保所有的推广费用用于解决康河边潜在的问题,包括在其标书中说明疏浚的方法和管道系统和公共道路的任何交叉口。履行与实施这些措施相关的所有法律要求。
3.1.2.2 Water Intake bay from Cam river to the regulator basin and components at  riverside从康河(Cam river)通往河边的调节池和其它设施的取水口
(a) The intake shall be double layers made by stainless steel or rustless automatic stop log with automatic control by electric motor winch in both end and consist of an water intake channel and bay from Cam river to regulator basin in the next. The intake bed level shall be EL - 1.70m or deeper. The water flow velocity at the intake inlet shall not be more than 30cm/sec. The entrainment of muddy water into the intake under rated output conditions, must be prevented by flow design and adequate screening at the river inlet and in the inlet.取水口分为两层,每层都由不锈钢或者抗锈的自动叠梁制成,利用两端的电动绞车进行自动控制。此取水口由一个取水渠道和一个从康河通往下一个调节池的海湾组成。取水口的河床高程为EL - 1.70m或者更深。取水入口的水流速度不得大于30厘米/秒。在流量设计时,必须防止在额定输出条件下将泥水带入取水入口,同时,要在河流入口和此取水口的入口进行筛分。
(b) The revetment wall for the intake canal shall be of the form of R.C or steel sheet pipes structure as necessary. Incase the steel sheet piles will be applicable, their surface shall be sheathed with polyethylene or painted with coal tar enamel on the outside except the portion covered with concrete and with tar epoxy resin on the inside. Other steel portions shall be painted with tar epoxy resin. 如有必要,取水渠的护墙应采用R.C或者钢板管道结构。如果采用钢板桩基,则桩基的表面应使用聚乙烯进行保护或者在外部漆上一层煤焦油瓷漆,除混凝土覆盖的区域和内部漆有焦油环氧树脂的部分外。其他的钢件应涂上焦油环氧树脂。
The revetment wall for the intake canal shall be a structure designed and constructed to be safe against settlement, overturn and other possible problems.  The river bed and sides and where the wall enter the ground, shall be covered with armour stones of not less than 0.5 m thick for protection against washout. 取水渠护墙的设计和施工应能防止沉降、倾覆和其他可能出现的问题。河床、河边以及护墙进入地面的地方应由厚度不小于0.5米的防护石覆盖,以防止水毁。
(c) The Contractor shall design and install a trash and log boom in front of the intake basin.XXX应在取水池的前面设计和安装一个废料和木材堰。
3.1.2.3   Water Intake regulator basin and components at Cam riverside康河(Cam river)河边的取水调节池和其它设施
(a) The water Intake regulator basin with independent precipitation compartment and components at Cam riverside shall consist of river bottom terrain and intake bay from Cam river. The intake bed level shall be EL - 1.70m or deeper and approximately 250.000 m3. The entrainment of muddy water into the basin under rated output conditions, must be prevented by flow design and adequate screening at the river inlet and in the inlet intake bay.康河边的取水调节池(配有沉淀隔室和其他设施)由河流底层地体和从康河而来的取水湾组成。取水口的河床高程为EL - 1.70m或者更深,大约为250.000 m3。在流量设计时,必须防止在额定输出条件下将泥水带入取水调节池,同时,要在河流入口和此取水湾的入口进行筛分。
(b) The reinforced concrete wall and bottom of the water Intake regulator basin and components shall be complied with concrete requirements and othes requirement above mentioned.取水调节池的钢筋混凝土墙和底部以及其他设施应符合混凝土的要求以及上述提及的其他要求。
(c) Water inlet intake doorway of the regulator basin shall be reinforced concrete.  The out side layer infront of doorway shall be equipment like as single way valve which to be inner part of the dam for flood prevention purpose. 调节池的取水口入口应是钢筋混凝土。入口前面的外层应配有一些设备,例如:单向阀门,此单向阀被安装在大坝的内部,防止洪水。
(d) One walk way made by concrete pavement with two (2) meter width shall be arranged on top of dam and around the regulator basin wall. This road way shall be connected in both sides with one R.C approach brides of the pump station at the Cam reverside for operation and the hot dip zinc galvanization handrail and safety system will be included as necessary.  在大坝的顶部和调节池护墙的周围,修改一条2米宽的人行道(混凝土路面)。道路的两边应与泵站的R.C引桥相连接,这样便于运行。如有必要,包括热浸锌镀层扶手和安全系统。
3.1.2.4  Cooling Water Pump Station system 冷却水泵站系统
Cooling Water Pump Station including both:冷却水泵站系统包括:
+ Additional cooling water pump station at Cam riverside with three (3) pumps to connect to only one (1) pipeline system with 60 centimeter diameter and R.C supproting pedestals from the additional cooling water pump station area and running parallel on the ground with the local existing irrigation canal to supply water for power plant and coltrol room near by Water Intake regulator basin at Cam riverside. 康河河边的其他冷却水泵站,此冷却水泵站配置三个水泵,其仅与一个管道系统(其直径为60厘米)和其他冷却水泵站区的R.C支座相连。此泵站在地面上与当地现有的灌溉渠道平行运行,以向火电站和康河河边的取水调节池旁边的控制室供水。
And以及
+ CW(冷却水)Pump Stations and Control room nearly by cooling water tower system area pertain to the power plant area, with three (3) pumps ( two operation, one stanby) to connect to cooling water pipeline system of the power plant .CW(冷却水)泵站和冷却水塔系统区旁边的控制室与火厂区相关联,其所配置的三个水泵(2个运行水泵和1个备用泵)与电厂的冷却水管道系统相连接。
(a) The layout of the pumping station shall give efficient hydraulic flows without causing any vortices or eddies. In general, the pump station shall be of reinforced concrete structure and shall accommodate three (3) horizontal shaft centrifugal pumps.  Each pump shall be 1200m3 per hour capacity with 50-60m H2O pressure pile at the pussing head and housed in its own bay which can be isolated by a damboard so that the pump bay could be pumped dry for maintenance purposes. 泵站的布局应能保证有效的液压流量,而不引起任何旋涡或者涡流。一般情况下,泵站应采用钢筋混凝土结构,同时,其应能容纳3个水平轴离心泵。每个泵每小时的容量是1200m3,在pussing顶部处,配有50-60米的H2O压桩,水泵置放在其各自的水湾中,通过挡板隔离水湾。这样,在维修的时候,可以抽干泵湾中的水。
(b) When empty, the entire structure shall be safe against uplift by a factor of safety of at least 1.2. 在其为空时,通过安全系数1.2(至少),可以防止整个结构被提升。
(c) Pump pit cross section泵坑横断面
The pump pit cross section shall be determined so it conforms to the pump performance and so that the pump does not suck air due to vortices.确定泵坑的横断面,这样其能符合泵的性能要求,并且泵也不会因为旋涡而吸空。
A sump shall be provided in each compartment to enable the compartment to be pumped dry using a portable pump.在每个隔室中配置一个集水坑,这样使用一个便携式水泵便可以抽干隔离中的水。
In addition, the pump pit width and height shall be determined so that the approaching velocity to the bar screen and rotary screen is in the range of 0.2 to 0.5 m/sec under rated output conditions.除此之外,还应确定泵坑的宽度和高度,这样在额定输出条件下,棒条筛和旋转筛的来流速度范围是0.2-0.5 米/秒。
Abrupt cross-sectional changes shall be avoided to prevent disturbance to the flow of water.应避免突然改变横断面,这样可以防止干扰水流。
The top height and the level of the base concrete of the pump pit shall be determined taking into account fluctuations in water level and surges caused by pump trips.在确定顶高和泵坑基础混凝土的高度时,应考虑由泵跳闸所引起的水位流动和喘振。
(d) The pump pit shall be designed to enable the pit to be emptied by fitting stop logs  with automatic control by electric motor winch in the intake system. The stop log specifications are given in Clause 3.5.9.10.泵坑应以这种方式设计,即利用叠梁可以抽空泵坑,使用取水系统中的电动绞车进行自动控制。在第 3.5.9.10条中指定了叠梁规范。
(e) The pump pit shall have two (2) compartments.  Each compartment shall be provided with at least two (2) steel ladders at the CW Pump side behind the stop log, the bar screen and the rotary screen.泵坑应配置2个隔室。在每个隔室叠梁、棒条筛和旋转筛后面的CW泵侧至少配有2个钢梯。
(f) All openings shall be covered with gratings made from I-shaped steel members.所有的开口应使用I型钢构件制成的光栅覆盖。
(g) Waterproofing bitumen membrane shall be applied to all external surfaces in contact with soil. There should be no leakage of water when any part of the structure is emptied for maintenance purposes.所有与土壤相接触的外部表面采用沥青防水卷材。在维修时,一旦清空结构件,则不得有水泄露。
(h) Civil works required for chlorination of the intake water before it is screened and pumped.
在水被过滤和抽干之前,进水氯化所需要的土建工程。
3.1.2.5  Supply and Discharge pipeline供水和排水管道系统
Supply and Discharge pipeline of the CW Pump Stations nearly by cooling water tower system area in the power plant area.CW泵站的供水和排水管道临近电厂区域的冷却水塔系统区。
(a) The inlet pipeline is the water conduit used to convey condenser cooling water from the water tank underneath of the cooling water tower, up to the water treament plant and condenser in main power house. It shall be buried from the water treament plant up to the T/G block. 进水管道是一种水管,其用于将冷却水塔下面水箱中的冷凝器冷却水输送到水处理厂和主电站冷凝器中。进水管道所埋的长度从水处理厂开始,至T/G地块结束。
