强化战略环评法律地位，扩展战略环评的范围，逐步探索把与资源开发、利用相关的政策、法规等高端决策环境影响评价纳入《中华人民共和国环境影响评价法》。完善战略环境影响评价的审批与考核验收制度，大力推进影响资源开发利用的高层次战略环境影响评价。加强战略环境影响评价理论与技术方法的系统研究，借鉴国外发达国家战略环境影响评价的经验，结合我国资源、环境承载能力，研究建立适合我国国情的战略环境影响评价技术规范，科学开展战略环评工作。探索推进战略环境影响评价试点工作，应用战略环评技术规范，结合不同区域资源禀赋、环境承载能力和经济社会发展特点，因地制宜、客观辨证的开展战略环评工作。

2、加强规划环境影响评价，从区域层次统筹资源适度开发

进一步强化规划环评的法律地位，促进规划环评实施。摒弃部门和地方短期利益，尽快研究出台《规划环境影响评价条例》。完善规划环评技术体系，规范规划环评实施。以规划是否能够促进区域环境与经济社会的协调发展为核心，把规划区域的环境子系统、经济子系统和社会子系统作为一个整体，结合规划的类型和实施规划的区域特色，不断完善规划环评的技术体系，不断完善规划环评的实施机制、管理制度，对规划环评的经费、程序、内容、方法等问题予以全面规范。加强流域、区域性矿产开发规划环评，统筹区域资源利用。将规划环评列入国家矿产资源开发管理的有关规定，确保规划环评与矿产资源规划同步进行。打破行政界线，依据区域、流域环境承载能力，统筹矿产资源开发，逐步形成国家、省、市和县4级矿产资源规划环评监管体系，重点加强国家规划矿区，煤、铁、石灰等对国民经济具有重要价值矿区和钨、锑、锡、金、离子型稀土等保护性开采特定矿种开发的规划环评工作。强化流域区域性重点行业规划环评，优化流域资源开发。从流域、区域的角度加强钢铁、石化、电力、造纸和煤化工等重点行业的规划环境影响评价，依据流域整体水、土等资源和环境承载能力，合理确定流域重点行业发展布局，规范各地重点行业的发展规模，优化流域资源开发利用格局。

创新项目环评技术方法，提升项目环评的作用。认真总结项目环评工作，引进国外先进经验，结合我国经济社会发展特点，加强项目环评技术方法研究，创新和完善项目环评的技术规范。分类指导，因地制宜，加强项目环评的科学性、特色性、灵活性和可操作性，更好的发挥项目环评应有的作用。强化项目环评执行要求，推进项目环评的运行。严格执法，依法行政，强化建设项目环境保护监督管理，严格项目环评的执行要求。新建、扩建和改建项目必须严格遵守环境保护的有关法规，执行环境影响审批制度，先评价，后建设。将建设项目环评执行率纳入领导干部的政绩考核指标体系，积极推进项目环境影响评价。加强项目环评监管力度，落实项目环评的内容。强化建设项目环评过程管理，严格落实申报、环评、备案、预验收、验收等法定环节，确保“三同时”制度的顺利实施。重点把好项目竣工验收关，在项目预验收过程中，严格按照环评提出的污染防治措施进行现场检查，确保项目环评中有关防治措施的落实。
