1. INTRODUCTION
The Contract period for the project start from 2013年8月 至 2017年12月.
必高工程有限公司 shall implement the quality system.
This Project Quality Plan is prepared to define the Quality Management system that 必高工程有限公司 will apply to this Project.
This Project Quality Plan is prepared in accordance with the Contract Requirement and the Company’s procedures contained in the Quality Manual and Operation Procedures of Concentric Construction Limited.
This document describes the Quality Control and Management System to be implemented on this contract, and defines the responsibilities and duties assigned to the key members of the Project Team to operate the relevant Procedures.
All members of the Project Team are required to become familiar with this document and all other elements of the Quality System.
For further clarification or explanation of the contents of this document or any other related documents, please refer to either the Project Manager or the Quality Manager.
1.1 Approach and Structure of Contractor’s QMS
The QMS elements and processes including those for the product realization processes are identified for the use and application of 必高工程有限公司.
The organization manages all the elements and processes found herein including those developed for specific projects under the terms of this QMS in accordance with the ISO 9001: 2008 standard driven by the organization’s vision, quality policies and objectives.
Inputs and outputs including those of customer requirements are defined in each processes developed for the operation of the company.
The processes employed by 必高工程有限公司 will undergo the PLAN-DO-CHECK-ACT (PDCA) cycle of improvement. This process is intended to gather feedback, study, implement and review to infuse continuous improvement to processes that will in return generate improved products and services delivered by the company.
Plan – elements of the QMS and processes on the documentations are identified, objectives are formed, inputs and outputs are determined, customers’ requirements are defined and responsibilities are delegated. Flow, interrelationships and connections of processes are defined and documented where necessary. Methods of measurements, monitoring and criteria of evaluation and analysis are formed considering cost, time, waste and value added services. Techniques and requirements of data gathering are also planned.
Do – the management ensures the availability of resources for each process whether this is an existing one or new. Human, time or programming, equipment and other requirements necessary to fulfill the planned objectives are to be allocated with funds and implementation deemed to be in schedule. The objectives and plans are communicated, staff are briefed, trained and are empowered to do their assigned tasks. Clients and other identified external customers are provided with sufficient information. Responses from such information and data available are gathered and feedback down to the owner of the task and to those who have interest and need for it. Data are kept for records and archives are established for future reference. Measurements, and monitoring are implemented statistically on the products and services and data gathered are evaluated for improvements. For each section or unit, PDCA cycles of improvement are also necessary and are implemented.
Check – The senior management are to measure, monitor and evaluate the processes for effectiveness in gathering all data from all the units so that decisions are made. The management considers the methods and statistical data generated from the operations of the sections and units. A check will be made concerning the performance of each section or unit.
Act – results of the evaluation by the senior staff and all those concerned, corrective and preventive actions are implemented and their effectiveness are verified. PDCA is a continuous process in the organization, in its departments, sections and units in order to realize a process of never ending quest for improvement.
1.2 Quality Policy Statement The Quality Policy Statement of 必高工程有限公司 is attached in Appendix I
2. CONTRACT DETAILS
2.1 Summary
本合同工程為治理深圳河第四期工程的下游河段部分。整治的河段下游與第三期工程終點相接,上游至香港側擬建香園圍口岸。按深圳河防洪工程河道樁號,起止河道樁號為 13+465.000 ( 以軸線樁號計,以下同) 至 15+400.000,河段軸線長度約 1935m 。本標段主要工程項目包括河道工程、堤防工程、深圳側截流工程、羅芳耕作橋重配工程、深圳側圍網工程、堤岸綠化工程、環境保護工程、電氣及資訊化工程等。
(1) 承建商應完成的工程主要項目包括
(a) 河道拓寬挖深及局部河段截彎取直
工程基本上是沿現有河道拓寬挖深,局部河段截彎取宜。
(b)填築堤防
河道兩岸堤防。
(c)河道防護
①護底
河道直段河底不防護;河道彎段河底採用乾砌石防護。
②護腳
護腳採用混凝土齒牆、乾砌石防護。
③護坡
河道護岸工程斜坡均採取防護。護坡採用多孔混凝土塊、生態袋、石籠防護。
濟洪區內河道護坡採用噴草護坡防護。
(d) 河道斷面型式
河道防護斷面有梯形、半直立式、複式三種型式。
① 梯形斷面: 護岸坡比 1: 2~1: 3 ,護坡道行防護;
② 複式斷面: 局部河段護岸坡比 1: 3~1: 5 甚至更壞,進行微地形塑造,保留河灘地,護坡遊行防護:
③ 半直立式斷面:香港側護岸坡比 1: 2~1: 3 ,護坡進行防護 ; 深圳側採用擋牆,擋牆表面砌塊裝飾。
(e) 赴理污染土
本合同標段河段開挖的污染土均弄置在香港東沙洲棄渣場或雇主另外指定的棄渣場。
(f) 深方巡邏路工程
按圖紙要求修復深方巡邏路。
(g) 相關重配工程
相關重配工程指兩岸的排水設施。
深圳側重配工程有: SZP01 、SZP02 排放口及羅芳污水處理廠出水口改造。
香港側重配工程有:1#、2#、3# 、4#、5#、6#、7# 排水管及1#、2# 排水涵。排水管及排水涵前段由前期階段承建商施工,後段由本合同承建商施工。
(h) 羅芳耕作橋重配工程
羅芳耕作橋位於設計河道樁號 14+464.000,橋長 40 m,寬3.5m,採用樁基礎輕型耕台,未設置花盆及頂蓋。
(i) 圍欄工程
①沿工地範圍線按圖紙要求設置圍網及門閘,保留現狀照明系統。
②沿巡邏路河道側按圖紙要求設置花池欄杆。
③沿堤頂按圖紙要求設置鋼管欄杆。
(j)環境保護工程
本合同的環境保護工程有:工程範圍內的植被恢復與環境美化、堤頂及平台綠化、樹木種植;以及滿足環境許可證的要求所進行的相關臨時舒緩措施。
(k) 工程主任辦公室
承建商須租賃工程主任辦公室,提供設施和服務。承建商須負責主程主任辦公室的
裝修,按工程主任辦公室設備清單提供設施,並報工程主任批准後實施。
(l)主要工程量包括:
① 開挖總量約 28.35萬m3,其中污染士約5.11萬m3,非污染土士23 .24m3 ;
②土方填築總量約 6 .1 2萬m3,漿砌塊石總量約 2200m3 ,碎石和粗砂料總量約
11085m3 ,乾砌石總量約 16664m3 ; 生態袋總量約9448m3 ; 石籠約 4847m3 ;
③土工布約 77116m2 ;
④現混混凝土,且量約18311 m3,多孔混凝土塊且量約 54097m2 ;
⑤鋼筋總量約 806 t ;
⑥仿木欄杆長912m ,鍍梓鋼管(欄杆)長約 36481m;
⑦羅芳耕作橋重建工程;
⑧滯洪區建改工程;
⑨建造有照明工地圍網總長約1790m;
⑩環境保護工程;
(11)工程主任辦公室租貸,建筑面積不小於1000 m2;
以上所描述的工程量僅作為參考。

2.3 Client Quality Assurance Requirements
Client requires a quality management system certified to ISO9001 standard.
(1)在本合同條文及圖紙中對材料和工藝質量明確要求的規定,承建商必須按照規定執行。
(2)在本合同條文及圖紙中對材料和工藝質量明確要求引用的中華人民共和國國家標準、香港特別行政區和各主管部門頒發的現行施工規範和技術標準,承建商須依從此等規範、標準(包括其參照標準)進行施工,唯工程主任另作指示者除外。上述規範、標準的名稱和載列于附錄乙內。
(3) 倘若在合同條文及圖紙中對材料和工藝要求並未作出規定,如技術規範第1.05 市所述明確引用標準及規範,則承建商須在訂購材料施工前,要求工程主任造一步闡明有關事項的規定。
(4) 由工程主任負責執行對材料和工藝品質的試驗而進行的取樣、製備試樣和試驗的每一個階段,承建商或其授權的代表均有權在場見證。倘若承建商自動放棄在場的權利,事後對試驗結果不得提出異議。
(5) 樁基、擋牆地基承載力、錨杆抗拔力、土釘抗拔力、旋噴樁壓水試驗及特別加設的試驗項目由承建商委託具有CMA及水利檢測甲級資源 (混凝土類及岩土類 ) 的協力廠商檢測單位承擔,但該協力廠商檢測單位元須得到工程主任批復。
