4.2层次式废物管理方法

层次式废物管理方法的选择如下:

•避免和减少(通过改变或改善实践和设计不产生废弃物,并通过重复使用和回收最大限度地减少废物);

•重复使用材料,从而避免处理(一般只有有限的再加工);

•废品回收和循环利用,从而避免处理(虽然可能需要再加工);和

•根据有关法规、准则和良好实践处理和处置废物。 

督导人员应参加由培训机构或组织提供的废物管理培训。
对建筑工人和工作人员的特定场地的上岗培训、工地座谈会的开展将提高他们对废物管理和其他环境问题和减少环境和化学原因产生废物的必要性的认识和注意。环保办公室/废物管制协调员将提供培训。由总工头/环境工程师发布指令。

4.3废物的存储、收集和运输

只有被允许的废物运输商可以收集和并将废物运输至适当的处理点。以下将用来减少对环境不利影响的措施包括:
•处理和存储废物的方式,确保其安全举行,没有遗失或泄漏,从而最大限度地减少污染的可能性。
•利用授权或获得许可的废物运输公司收集的特定类别的废物。监察其性能,并确保材料按要求处理。这将通过以下特设的由工地管理离开地点的车辆实现。
•制定程序,如运载记录制度,以方便跟踪负载;尤其是化学废物,以确保不会发生非法处置废物。由施工队实施的运载记录制度应登记和维护废物处理的可追溯记录,包括受污染的挖掘材料和化学废物。这将记录车辆牌照;负荷和每次离开站点的开始时间和结束时间。该记录应由废物管制协调员妥善保管。
•及时清除废物

• 定期维护和清理废物贮存区。每天工地值班期间,总工头会检查存储区域。
•在运输期间,或者通过覆盖卡车或将废物密封在容器中,使垃圾和灰尘最风吹起的可能最小化。
•从有关当局获得所需的废物处理许可。我们预计要想获得许可证,需按以下条例:
•废物处置条例(第354章)
•废物处置(化学废物)(一般)规定(第354章)
•土地(杂项条文)条例(第28章)
因此,从倾倒许可证到公众填料的登记,须申请废物生产商注册。
•监控承运商仅在持牌区域处置废物。这将通过临时车辆离开现场后实现。

Compliance with Legal and Contractual Requirements
• There are contractual environmental protection and pollution control requirements as well as environmental protection and pollution control laws in Hong Kong where the construction activities shall comply.

• In order that the works are in compliance with the contractual requirements, all the works methods statements submitted the ER for approval should be sent to Environmental Engineer for vetting to see whether sufficient environmental protection and pollution control measures have been included.

• The Environmental Engineer shall review the progress and programme of the works to check that relevant environmental laws have not been violated, and that the any foreseeable potential for violating the laws can be prevented.

• The Contractor shall regularly copy relevant documents to the Environmental Engineer so that the checking work can be carried out. The document shall at least include the update Work Progress Reports, the updated Works Programme, the application letters for different license/permits under the environmental protection laws, and all the valid license/permit. The site diary shall also be available for the Environmental Manager/ Engineer inspection upon his request.

• After reviewing the document, the Environmental Engineer shall advise the ER and the Project Manager / General Foreman of any non-compliance with the contractual and legislative requirements on environmental protection and pollution control for them to take follow-up actions. If the Environmental Engineer conclude that the current status on license / permit application and any environmental protection/ pollution control preparation works do not cope with the works programme or result in potential violation of environmental protection / pollution control requirements by the works in due course, he shall also advise the Project Manager / General Foreman and the ER accordingly.

• Upon receipt of the advice, the Project Manager / General Foreman shall undertake immediate action to remedy the situation. The ER shall follow up to ensure that they have taken appropriate actions in order that the environmental protection and pollution control requirements are fulfilled.

6.3 Environmental Complaints
• Complaints shall be referred to the Environmental Engineer for carrying out complaint investigation procedures. The Environmental Engineer shall undertake the following procedures upon receipt of the complaints:

a) log complaint and date of receipt onto the complaint database;

b) investigate the complaint to determine its validity, and to assess whether the source of the problem is due to works activities;

c) if a complaint is valid and due to works, identify mitigation measures;

d) if mitigation measures are required, advise the Contractor accordingly;

e) review the Contractor’s response on the identified mitigation measures, and the updated situation;

f) if the complaints transferred from EPD, submit interim report to EPD on status of the complaint investigation and follow-up action within the time frame assigned by EPD;

g) undertake additional monitoring and audit to verify the situation if necessary, and review that any valid reason for complaint does not recur;

h) report the investigation results and the subsequent actions to the source of complaint for responding to complainant (If the source of complaint is EPD, the results should be reported within the time frame assigned by EPD); and

i) record the complaint, investigation, the subsequent actions and the results in the reports.

• During the complaint investigation work, the Project Manager / General Foreman shall cooperate with the Environmental Engineer in providing all the necessary information and assistance for completion of the investigation. If mitigation measures are identified in the investigation, the Contractor shall promptly carry out the mitigation. The Engineer Representative shall ensure that the measures have been carried out by the Project Manager / General Foreman.
