行动计划 – 城市固体废弃物的减少
背景
10.1在2006年11月7日,上海浦东新区将一份已经准备的,命名为“减少项目”的计划资料提交给对欧洲项目组。这份资料被作为附件5 附上。在文件里,提议了许多可持续废弃物管理的启动和可持续发展。这行动计划描述怎样把已经执行的活动贯彻到底。
在这里行动计划里确定的产出主要来自附件5,另外也提议有其它方面的产出。
10.210.1 总体目标
10.2总体目标将改进上海浦东新区的环境状况和市民在这方面的生活标准。这将通过降低城市固体废弃物生产的数量,增加再循环的数量,并且以这种方法降低城市固体废弃物的数量,并且做最后处理来实现。
10.2 项目目标
按照目标1 和2执行总体计划,并遵循已确定的附属目标:

10.3 产出

1.销售干净蔬菜市场的可行性调查研究
2.取得在大中型超级市场出售的100%的干净的蔬菜
10.3.1.2长期产出(2011 ~2015):
3. 干净蔬菜的市场销售部分占农产品和副产品的销售部分的50%以上。
10.3.1.2 为生产者介绍责任系统
中期产量(2007 ~2010):
1.建立一或两个家用电器生产者收集和再循环责任的示范基地。
长期产量(2010 ~2015):
2. 分别建立一或两个电池、塑料制品、轮胎、日光灯、金属和玻璃船生产者收集和再循环责任的示范基地。

短期的生产(2007):
1. PROPOSALS FOR ACTION PLANS
When a “Strategic Plan” (SP) has been approved on, it is important to break it down into process steps that are concrete and clear. In order to ensure the successfully implementation of the existing Strategic Plan (see chapter 4.2), concrete Action Plans with clear objectives, outputs and timetables should be developed for the different steps in the process. It should be decided on what must be done and reported when and by whom. All the departments involved should make their own action plans or input to joint action plans containing concrete activities for how and when the goals stated in the SP will be achieved at the relevant department.
Support Systems
Some actions will in long term be implemented as part of and integrated Action Plan (AP) for the 6 so called “Support Systems” (SS), which in long term will have their own organisational structure. The organisational structure could be a separate department or office with own employees or more likely a matrix organisation where the different offices and department are supplying staff to each of the support systems and where each support system has its own “project management” and budget.

2. ACTION PLAN – SOLID WASTE ECO PARK
Background
PNA has prepared a planning document including pre-assessments for construction of a so called “ECO Park” next to the present MSW pre-sorting and composting facility “Meishang” and the MSW land fill “Liming”. The ECO park is located in the Eastern outskirts of PNA next to the Changjiang (Yangtze) River north of the Zhangjiabang Creek.
The document “Planning of Cyclic Economy Industrial park for PNA Solid Waste”, dated 9 June 2006 is containing information about the present management of MSW in PNA, description and analysis of different alternatives for treatment of the waste as well as recommendation for implementing the plan and future development
This Action Plan describes how the further planning activities regarding the ECO Park will be continued seen in the context of the EU- project Co-operation between PNAT and EUT.
2.1 Overall Objective
The overall objective is to improve the environmental conditions in and around PNA and in this way the living standards for the citizens by having a facility where as well MSW and Industrial Solid Waste (ISW) from the PNA can be pre-treated for recycling and/or disposed off in an sustainable way.
2.2 Project Objective
In order to approach the overall objective and thereby achieve the main ambitions, the following project objective has been defined:
Find an environmentally and financially feasible and viable ECO Park Concept with facilities and which includes solutions for treatment, recycling and final disposal of the different solid waste fractions produced in PNA and recommend a scenario for implementation.
